Description

Steps to reproduce:
- Configure BSC with "codec-list hr1 hr3 fr1 fr2 fr3"
- Try to make a call between two devices
- The call will fail and the MGW will log: <0013> mgcp_protocol.c:833 endpoint:rtpbridge/1@mgw CI:5B4C57CB MDCX: codec negotiation failure

Configuring the BSC with "codec-list fr3 fr2 fr1 hr3 hr1" bypasses the issue.
