Description
The osmo-bsc_mgcp program was born to direct RTP streams through a NAT.
Now we've started to use it in 3G to forward RTP between cells,
and we're probably also going to use it in 2G to make AoIP voice work.
Fix and tweak things to serve the new purpose properly,
see subtasks for details.
