closedttcn3-msc-test: Dockerfile fails to update deps

Description
Re-running docker-playground's /ttcn3-msc-test/jenkins.sh after a while is likely to run with outdated dependencies.
The reason is that the 'make deps' step occurs without a check whether that is up-to-date:
FROM laforge/debian-stretch-titan [...] RUN cd osmo-ttcn3-hacks && \ git checkout -f -B master origin/master && \ make deps [...] ADD http://git.osmocom.org/osmo-ttcn3-hacks/patch /tmp/commit <-- does not catch outdated deps RUN cd osmo-ttcn3-hacks && \ git fetch && \ git checkout -f -B master origin/master && \ git cherry-pick 5ce5241d6d460e9b36a908ac7072d8ea68df08db && \ make msc <-- adding 'deps' here doesn't help
A workaround is to rebuild the docker image with --no-cache
docker build --no-cache -t neels/ttcn3-msc-test .

as the list of dependent repositories is now part of the osmo-ttcn3-hacks.git repository itself, any change to the "deps" would manifest itself in a different HEAD.
