Description

the debian package should have atleast a empty /var/lib/osmocom/ dir to allow the hlr start up, even with a empty database.

also the config example is included twice, once in /etc/osmocom/osmo-hlr.cfg, and in /usr/share/doc/osmo-hlr/examples/osmo-hlr.cfg - is this on purpose?
