OsmoBTS doesn't distinguish between NM_NACK_OBJCLASS_NOTSUPP, NM_NACK_OBJCLASS_INVAL, NM_NACK_BTSNR_UNKN, NM_NACK_TRXNR_UNKN, NM_NACK_OBJINST_UNKN cause values when sending NACK messages.
